From the speaker

  • we are reshaping our world
  • on the premise that we are
  • close to AGI

Our interpretation

  • Assess the supplied normalized proposition about decisions premised on AGI being close. Do not separately assess whether humanity actually was close to AGI.
  • The plain reading is that expectations of near-term AGI materially inform substantial changes in infrastructure and institutional priorities. It does not require every decision-maker to share that expectation.
  • Close means an anticipated development within the coming few years, or explicitly described as approaching or in sight. A general aspiration to develop AGI is insufficient by itself.
  • Statements about approaching superintelligence count as expectations of approaching at least AGI-level capabilities, while retaining the distinction between those terms.
  • Use the current year through publication, 2025-01-01 to 2025-10-12, as the latest observable period for this ongoing state. These decisions have no common quarterly reporting period.
  • Publicly stated reasons establish an expressed premise, not proof that an investment would have been cancelled without that premise.

Counts as supported if: Contemporaneous records show substantial infrastructure or institutional decisions, with decision-makers explicitly connecting their plans to expectations that AGI or more capable general intelligence is approaching.

Counts as contradicted if: Evidence establishes that the substantial changes invoked as examples were justified independently of approaching AGI, and that near-term AGI expectations were not a material stated premise. A single alternative rationale would limit the claim's scope without disproving the broader trend.

Retrospective: these criteria were written after the outcome was public.

Scored on a plain reading. The speaker named no measure for this claim, so it was judged on the reading an informed reader would take, stated below under our interpretation. Both reviews had to find that reading fair.

Rationale

The records support approaching AGI as a stated premise for substantial investment and infrastructure decisions [e1][e2][e4]. An April 11, 2025 report quoted OpenAI's CFO saying AGI was “getting close” while discussing the investment and infrastructure needed to advance AI [e1]. SoftBank's April 1, 2025 announcement linked its March 31 investment decision and Stargate infrastructure to achieving AGI and ASI, without specifying when either would arrive [e2]. On September 23, 2025, OpenAI reported that Abilene was running early training and inference workloads, Lordstown had broken ground, and further sites had been selected [e4]. Meta's July 30, 2025 letter also described superintelligence as “in sight” and set out its vision for personal superintelligence [e3]. These examples do not establish a universal premise: the UK's January 13, 2025 action plan justified investment partly through benefits from existing capabilities even if progress slowed [e5].

Limitations

  • The evidence does not measure the share of worldwide investment or policy premised on approaching AGI.
  • Public statements do not establish whether these decisions would have occurred without expectations of approaching AGI.
  • Company disclosures report implementation but do not independently verify it or establish completion of all announced infrastructure.
  • The evidence does not establish whether AGI actually was close. Meta's statement concerns superintelligence, which the contract treats as implying at least AGI-level capabilities.

Evidence (5 items)

  • Supports the claim: Goldman Sachs,

And we’re getting close to that being the case.

Why it matters here: In the event organizer's account, OpenAI's CFO applies this statement to AGI defined as performing most value-added human work. The same account connects her outlook to Stargate infrastructure and changes in energy, workforce, and economic development.

  • Supports the claim: SoftBank Group,

    AGI and ASI

Why it matters here: SoftBank explicitly connects its investment decision and Stargate infrastructure to achieving AGI and ASI. This establishes the investment rationale; proximity is established separately by e1 and e3.

  • Supports the claim: Meta,

Developing superintelligence is now in sight.

Why it matters here: Zuckerberg's letter connects this expectation to directing Meta's efforts toward personal superintelligence, building supporting infrastructure, and distributing technology through its products. It supplies a second company's explicit strategic premise, although it is not proof of completed societal transformation.

  • Supports the claim: OpenAI,

    training and inference

Why it matters here: The September update reports operational capacity at Abilene, further site selections, and construction activity elsewhere. Together with e1 and e2, it connects the expressed AGI premise to physical implementation rather than aspirations alone.

Why it matters here: This official report presented to Parliament justifies investment partly through existing capabilities and preparation under uncertainty. It limits any suggestion that major AI policy necessarily assumes imminent AGI, but does not negate the corporate examples.
